Paul Neave, Head of Advice Services at the Welsh Government

Paul has over thirty years’ experience of working in the field of social welfare advice, primarily in the employment of local authorities in England and Wales, In 2010 , Paul took up a senior manager role within Flintshire County Council with responsibility for the authority’s intergrated Advice and Homelessness Service. Paul also designed and managed the implementation of the authority’s welfare reform mitigation programme and was Flintshire’s Tackling Poverty Champion. 

In May 2010, Paul was seconded to the Welsh Government to take up the position of Head of Advice Services where he is now responsible for leading the implementation of the commitments within Welsh Government’s strategic Information and Advice Action Plan. 

Dal Warburton, National Network Lead at Advice UK

Dalibor Warburton has 12 years’ experience of providing development and consultancy support to social welfare legal advice services and networks on behalf of AdviceUK. He has successfully delivered paid-for consultancy on over 30 occasions to a diverse range of organisations with interests in social welfare legal advice, including local authority clients and the Welsh Government.

He has particular interests and expertise in service design, systems thinking, organisational development, learning, monitoring and evaluation, income generation, client and case management, behavioural insights and partnership working. He has worked with many AdviceUK members seeking accreditation to the Advice Quality Standard.
